The text consists of the letter that Truman had written on April 22, just ten days after assuming the presidency upon the death of Franklin Roosevelt, to Secretary of State Edward R. Stettinius, Jr. directing him to honor FDR's recommendation "to cast the vote of the United States in favor of the admission of the Ukrainian and White Russian Republics [i.e. Belarus] as initial members of the International Organization." Stettinius, who had taken over as Secretary of State when ill health forced Cordell Hull from the post, had chaired the Dumbarton Oaks conference and was preparing the U.S. delegation for the San Francisco conference that established the United Nations charter.
